Policy Paper: How Could Non-EU Countries Participation In PESCO Projects Strengthen EU Strategic Autonomy?

While it is clear that the EU must develop its own capabilities and invest more in research and development, the Union’s „strategic autonomy“ can only benefit from cooperation with like-minded allies such as the United Kingdom. The UK has contributed a lot to European security, and it is important to continue this mutually beneficial relationship after Brexit. Therefore, I am happy that third countries will be able to participate in the Permanent Structured Cooperation (PESCO) on a case-by-case basis.
